Development of future Waste Policy to 2031

The Waste Policies within the East of England Plan are due to be revised as EERA begins an early focussed review of the East of England Plan to take policy to 2031.


The East of England Plan Review to 2031 will address the following waste policy issues.

  • The extension of waste management targets beyond 2015.
  • Closer alignment between the waste strategies of the East of England, London and the South East.
  • The regional waste apportionment between waste planning authorities.
  • The development of a strategy for managing hazardous waste to identify the type, scale ad broad location of facilities required.
  • Policies on the management of agricultural waste, nuclear waste and waste water;
  • The introduction of a safeguarding policy to ensure that new development does no encroach on existing waste management facilities resulting in their subsequent closure.

A Technical Paper on Waste has been prepared as part of the Review of the East of England Plan to provide the background information from which waste policies will be developed for the Review. The Technical Paper can be downloaded here

These spreadsheets show the amounts of municipal waste and commercial and industrial waste that are forecast to arise during the period to 2031.

Existing groups concerned with waste in the East of England:

Regional Technical Advisory Body on Waste – This is an officer-level body dealing with waste planning issues which makes it recommendations to the Regional Planning Panel. Its terms of reference are supplied by Planning Policy Statement 10 “Planning for Sustainable Waste Management” . It includes local authority officers, environment agency, business and community representatives.

Regional Waste Forum – This is a Member-level meeting of disposal and collection authorities in the Region.

Lead Officers on Waste Management – This is a meeting of local authority waste disposal officers.

East of England Waste Management Forum – This is a network of local authority waste collection officers and waste partnerships.
