Thurrock Lakeside
Planning for Lakeside Basin (single issue review)
Following the adoption of the East of England Plan in May 2008, an immediate review of Policy ETG2 concerning Thurrock Key Centre for Development and Change was carried out.
The objective was to deliver a robust strategic planning framework to guide the sustainable mixed-use regeneration and redevelopment of Lakeside Basin to be carried forward by Thurrock’s Local Development Framework and development proposals. The Secretary of State publish the final policy in January 2010.
Final Draft Policy
On the 3rd April 2009 the East of England Regional Assembly submitted to the Government Office its draft review of Policy ETG2 Thurrock Key Centre for Development and Change, see link below.
A Government consultation took place between 6 April and 18 May 2009; the responses to the consultation have been collated and can be accessed via the Planning Inspectorate website. The Planning Inspectorate website also contains details of the Examination in Public Preliminary and Technical Meetings that took place on 27th and 28th May respectively, as well as all relevant information regarding the Examination in Public that was held during 20th-25th July 2009 at The Thurrock Hotel to discuss and test the draft policy.
The draft policy is based on a study led by consultant’s GVA Grimley. The final GVA Grimley report and Integrated Sustainability Appraisal can be downloaded below. Full background details and further reports concerning this policy are also available to inspect and download below.
Examination in Public – Panel Report
The Government-appointed Panel that conducted the Examination in Public (EiP) regarding the West Thurrock/Lakeside Basin Single Issue Review in July, has submitted its independent report to the Secretary of State for Communities and Local Government, John Denham. The Report sets out the Panel’s conclusions and recommendations on selected matters discussed during the EiP. The full report can be downloaded below.
Proposed Changes Consultation
The Secretary of State has considered the Panel’s recommendations and has produced his proposed changes to the policy. A formal consultation will ta place on the Secretary of State’s Proposed Changes from 19 October 2009 to 5pm on 14 December 2009. The Proposed Changes document and a Response Form can be found on the Government Office for the East of England website.
Published Policy
On 29 January 2010 the Secretary of State published the final policy relating to the Lakeside Basin. The policy and covering letter can be accessed here.
